Abstract

For the industrial chain enterprises formed in China's semiconductor industry,a two-stage network DEA is used to measure the innovation efficiency of industrial chain enterprises. A regression model is constructed with the collaborative innovation index of industrial chain enterprises as the core explanatory variable to explore the impact of the collaborative innovation network of semiconductor industrial chain enterprises on the innovation efficiency of enterprises. The results indicate that in semiconductor industry chain enterprises,the strength of collaborative innovation network connection is negatively correlated with enterprise innovation efficiency,and the positive impact of collaborative innovation network connection strength on the overall innovation efficiency of enterprises has not yet been fully realized. The efficiency of the technological innovation stage of industrial chain enterprises is lower than that of the product innovation stage,and the number of joint patent applications between enterprises is relatively small,resulting in low initiative of collaborative innovation among industrial chain enterprises. Collaborative innovation among industry chain enterprises can effectively alleviate the spillover of technological knowledge in high-tech industries and protect the leading advantages of innovative enterprises. From the perspective of the two stages of innovation,the strength of the collaborative innovation network connection between industrial chain enterprises shows an inverted U-shaped and positive U-shaped relationship with the efficiency of enterprise technology innovation stage and product innovation stage,respectively. Based on empirical results, relevant suggestions are provided for “deploying innovation chains around the industrial chain, laying out the industrial chain around the innovation chain”,and leveraging the leading role of enterprises in the collaborative innovation system:Firstly,we should strengthen the construction of a collaborative innovation network for the chip industry chain, expand the scale of the collaborative innovation network, and increase the liquidity of innovation resources; The second is to diversify the layout of the chip industry chain collaborative innovation network, strengthen technological exchanges between small and medium-sized enterprises and leading enterprises, in order to enhance the resource heterogeneity of the industrial chain enterprise collaborative innovation network, and thereby increase the probability of breakthrough innovation in the industrial chain; The third is to build a collaborative innovation network information exchange platform for industrial chain enterprises, in order to reduce governance costs between enterprises and improve resource utilization efficiency; Fourthly, strengthen the protection of intellectual property rights in innovation cooperation to reduce collaborative innovation risks; Specifically, enterprises should appropriately protect their core technologies during the collaborative innovation process, and the government should also formulate relevant intellectual property laws and regulations to legally protect the technological innovation interests between enterprises and help industries create a good atmosphere of innovation cooperation. Fifth, accelerate the innovation of diversified and intelligent financial tools to hedge the risks of collaborative innovation among industry chain enterprises; Sixth, strengthen market management to combat low-quality imitation and innovation behavior, and provide innovation resource support to small and medium-sized enterprises to improve their independent innovation capabilities. According to the phased regression results, in the stage of technological innovation, enterprises should improve the efficiency of innovation resource allocation to ensure normal operation of the enterprise; Diversified selection of suppliers and customers to avoid lock-in effects. In the stage of product innovation, it is necessary to be market-oriented, control the product life cycle, improve market competitiveness, and reduce losses caused by changes in market demand.
