Abstract

Promoting green development in the Yangtze River Economic Belt is a concrete action to build a beautiful China.This paper used DEA method to measure the green efficiency of the Yangtze River Economic Belt from 2008to 2018.Results show that the green efficiency grew very slowly,it was determined by the technical efficiency from the side of the 11 provinces,but was determined by the scale efficiency and the technical efficiency from the side of the regions.From the redundancy and deficiency of input and output,the degree from high to low is solid waste,local fiscal budgetary revenue,labor,capital,waste water,waste gas,energy and GDP.To improve the efficiency of green development,three wastes especially solid wastes,must be strictly controlled.We must make innovation driven and upgrading the two major drivers of green development.We should encourage technological innovation to spread the fruits of green innovation,promote institutional innovation to ensure green development,adopt differential strategy to promote industrial optimization and upgrading,accelerating the integration process leads to joint prevention,joint control and governance.These measures will make the Yangtze River Economic Belt a green ecological corridor with clear water,green land and blue sky.
