Abstract
In response to the dual pressures of unbalanced regional development and unstable economic environment during the transition period,the article constructs a panel threshold model for scientific and technological human capital to stimulate innovation vitality from the perspective of independent research and development,further study the relationship mechanism between human capital of science and technology and innovation vitality under the influence of its perspective.The study found that the stimulation of regional innovation vitality by technological human capital is affected by the level of independent research and development.The low level of independent research and development is not conducive to the promotion of scientific and technological human capital.As the level of independent research and development increases and breaks the"critical value",the stock of scientific and technological human capital is increased to a certain extent,which in tum promotes the stimulation of regional innovation vitality.In addition,in terms of interval distribution,the level of independent research and development in most regions of my country is relatively high.However,independent research and development is a long-term process.At this stage,it is still necessary to continuously improve the level of independent research and development in each region to maintain innovation vitality.
