Abstract
How does environmental regulation affect the efficiency of regional multiple resource allocation?Based on the new perspective of incorporating land resource,this paper takes the constrained pollution control policy in the Eleventh Five-Year Plan as an example,uses the data of 292 prefecture level and above cities,and makes an empirical analysis of this problem by means of difference in difference (DID).The empirical results show that:Environmental regulation mainly improves the allocation efficiency of urban land and labor by alleviating the excessive input of resources.There is regional heterogeneity in the impact of environmental regulation on resource allocation efficiency.Compared with the northeastern and western regions,the eastern and central regions with higher emission reduction completion have a more significant effect on improving allocative efficiency of resources.For the land lacking liquidity,environmental regulation alleviates the problem of excessive input in urban land in the process of promoting the expansion of enterprise scale.For labor,environmental regulation promotes the free flow of labor and optimizes the efficiency of labor allocation.
