Abstract

In order to analyze the impact of the investment and financing system composed of different main science and technology inputs on the efficiency of scientific and technological innovation in Gansu Province, the DEA-Tobit two-stage method was used to measure the scientific and technological innovation efficiency of 14 cities ( prefectures) in Gansu Province from 2011 to 2020. The study found that the efficiency of scientific and technological innovation in Gansu Province showed a fluctuating upward trend, but there were large differences in the efficiency of scientific and technological innovation among cities ( prefectures). Government investment, financial institution support and risk investment are conducive to improving the level of scientific and technological innovation, while the impact of corporate innovation investment on the efficiency of scientific and technological innovation is not significant. Based on this, a scientific and technological innovation investment and financing support system is designed with the goal of “innovation leading, platform support, and mechanism guarantee”, with government investment as the guide, enterprise investment as the main body, financial system as the support, and venture capital as the supplement. Form a closed-loop scientific and technological innovation virtuous cycle mechanism of “investment and financing support-scientific and technological innovation-achievement transformation-return and reinvestment”.
