Abstract
Building a high-quality innovation chain is necessary to realize the self-reliance and self-improvement in high-level science and technology, ensure the independent and controllable industrial chain, and promote highquality economic development. High-quality innovation chain is an independent, complete, efficient governance, multi-coordinated, safe and reliable innovation chain with core capabilities and resistance to external pressure, in addition, it has features with a rigid base, a flexible operation and a strong risk resilience. The first path of highquality innovation chain construction is to vigorously promote the integration of the innovation chain, industrial chain, capital chain and policy chain, Secondly, promote the collaborative innovation among industry, university, institute and users. The key measures and implementation methods of high-quality innovation chain construction are two bodies, two systems and two circles, that is, constructing regional innovation community and industrial innovation unions, carrying out the governor system of industrial chain and the head system of innovation chain, and building the innovation economic circle around universities and the innovation ecological circle of enterprises.
