Abstract
existence of alternative achievements in enterprises; institutional constraints include the inefficiency of the services of institutions for the transformation of scientific and technological achievements and the lack of long-term incentives in the policy of transformation of scientific and technological achievements. On this basis, in order to promote the transformation and application of scientific and technological achievements in universities, policy suggestions are put forward such as widening the channels of funding sources and reasonably allocating the use of funds for the transformation of achievements; optimizing the mechanism of training technical talents and performance assessment system in universities; and improving the marketoriented policy support mechanism to create an environment for the transformation of achievements in universities.
