Abstract

The policy of transforming scientific and technological achievements is an important component of the scientific and technological innovation policy system, which plays a crucial supporting role in promoting scientific and technological innovation to achieve high-quality development. This article selects relevant policy documents on the transformation of scientific and technological achievements in the Yangtze River Delta region since 2006 as the analysis sample and systematically evaluates and analyzes the policies for the transformation of scientific and technological achievements in the Yangtze River Delta region by comprehensively applying research methods such as content analysis, PMC index, and entropy weighted TOPSIS. There are some remarkable problems. The phenomenon of structural imbalance in the use of policy tools is prominent, showing “ redundancy” and “ overflow” in the use of supply oriented and environmental oriented policy tools, while the use of demand oriented policy tools is clearly lacking. The configuration imbalance, information support, tax incentives, and financial support are ignored in the internal configuration of policy tools to varying degrees. Besides, the policies for the transformation of scientific and technological achievements in the Yangtze River Delta region focus more on the later stage of the transformation of scientific and technological achievements, manifested as a deformed state of neglecting research and development and experimental development, emphasizing commercialization and industrialization, and receiving low attention in the early and middle stages of the innovation value chain. In addition, there are significant regional differences in the supply index and support effectiveness of policies for the transformation of scientific and technological achievements in the Yangtze River Delta region, and the issue of imbalanced development of scientific and technological innovation remains prominent. Based on the above detailed analysis and discussion, it finally proposes targeted countermeasures and suggestions in the process of formulating and implementing policies. Firstly, different types of policy tools should be paid much more attention about their each others’ efficient use, connection and matching, and balanced use; Secondly, the focus of policies should be moderately shifted forward and the entire chain of innovative value should be improved; Thirdly each region should strengthen policy communication and coordination based on its own actual situation. Forth, efforts should also be put to improve the quality of policy, and provide countermeasures and suggestions to better promote the transformation of regional scientific and technological achievements to a new level, and achieve new breakthroughs in scientific and technological innovation, and achieve new leaps in high-quality development.
