Abstract
As an important strategic and foundational resource, science and technology resources are the essential material basis for supporting scientific and technological progress and innovative development. Fully tapping into the popularization value of science and technology resources is an effective way to overcome the bottleneck of popular science development and deepen the reform of popular science supply-side. To address the problems of low efficiency in the popularization of science and technology resources, it is important to stimulate the motivation of government, universities, research institutions, and enterprises in the popularization of science and technology resources and form a multi-party collaborative mechanism in popular science. Based on existing research, this article analyzes the feasibility of applying collaborative theory to the popularization of science and technology resources and believes that collaboration among “ government, industry, university, and research” in the popularization of science and technology resources can further enhance the conversion rate of scientific and technological achievements, transform the advantages of science and technology resources into popular science resource advantages, achieve complementary advantages of different participating entities, and establish a solid foundation for promoting the deep integration of scientific research and popular science. In addition, the article analyzes the current status and challenges of popularizing science and technology resources and summarizes the development status and problems in terms of human resources, material resources, financial resources, and information. On this basis, the article adopts a collaborative perspective to analyze the collaborative mechanism of “government, industry, university, and research” in the popularization of science and technology resources and research the role of government, enterprises, universities, and research institutions in the allocation of popularization of science and technology resources. The government, as the main body of popular science system innovation, should play a coordinating role, take corresponding measures to guide, regulate, and guarantee the smooth progress of popularization. Enterprises, as the main body of popular science and technology innovation, should play a key role in the transformation of science and technology into industry. Universities and research institutions, as the main bodies of talent cultivation and research innovation, should play a supporting role in intellectual and technological achievement conversion. Based on this, the paper attempts to construct a collaborative mechanism for the popularization of science and technology resources based on strategic, organizational, resource, and motivation collaboration. This paper argues that strategic synergy is an important goal orientation for implementing the popularization of scientific and technological resources, while organizational synergy is an important guarantee for the operation of popularizing scientific and technological resources. Resource synergy is an important means of achieving the sharing of scientific popularization resources, and dynamic synergy provides important support for promoting the popularization of scientific and technological resources. Therefore, this paper proposes to build a collaborative mechanism for the popularization of science and technology resources in the “government, industry, university, research” collaboration from the following four levels—clarifying the goal orientation to achieve strategic synergy, improving collaborative operation to achieve organizational synergy, strengthening resource integration and sharing to achieve resource synergy, and achieving dynamic synergy by reaching a balance of interests.
