Abstract

Against the backdrop of increasingly severe environmental challenges and resource pressures, green entrepreneurship is becoming an important driving force. In order to promote the development of green entrepreneurship, a green entrepreneurship ecosystem has emerged. The green entrepreneurial ecosystem has a rich range of green entrepreneurial entities, an excellent entrepreneurial environment, and diverse entrepreneurial opportunities, forming a habitat full of competitive vitality with multi agent collaboration and multi factor aggregation. The green entrepreneurship ecosystem, as an important carrier of green, low-carbon, and circular utilization, plays a crucial role in promoting China's green development by fully leveraging its service functions. To explore the development level of service functions in the green entrepreneurship ecosystem, this article selected data from the Zhongguancun Demonstration Zone in Beijing from 2016 to 2020 as the research sample, and used qualitative text analysis to construct a service function evaluation index system for the Zhongguancun green entrepreneurship ecosystem in Beijing, with four core dimensions of support function, regulation function, cultural function, and supply function’, established an entropy weight TOPSIS model and a coupling coordination degree model to empirically analyze the level of service function development. The research results indicate that: firstly, the overall development trend of service functions is improving, with the supply function being more prominent; Secondly, among the service functions, the effectiveness of support functions is prominent, with the core role of policy support being the most significant. This means that the development advantages of support functions can be transformed into the driving force for the development of other functions, thereby promoting the overall level of service functions and forming a clear chain influ- ence structure of ‘policy support support function service function’; Thirdly, the overall coupling coordination degree of service functions and between the two parties shows a non-linear fluctuation upward trend. During the meas- urement period, the overall coupling coordination degree of service functions shifts from a moderately imbalanced stage to a basic coordination stage. The fluctuation direction and amplitude of the coupling coordination degree between the two parties of service functions are relatively consistent, and it continues to strengthen over time, indica- ting that the benign coupling coordination development pattern of mutual promotion between the two has taken shape. Finally, based on the above research conclusions, this article proposes targeted policy recommendations: firstly, to enhance the comprehensive service function, better promote the development of Zhongguancun��s green en- trepreneurship ecosystem, create a high-quality and efficient green entrepreneurship environment, adhere to the concept of digital transformation and intelligent development, and focus on enhancing the competitive advantage of Zhongguancun's green entrepreneurship; Secondly, it is necessary to implement diversified policy tools and design top-level policies to ensure a virtuous cycle, promoting the development of the service function of the green entrepreneurship ecosystem. Zhongguancun needs to continuously release policy dividends, radiate and drive the development of other indicators and functions, in order to promote the overall improvement of service function level; Thirdly, we should continue to promote the collaborative development between the service functions of the green en- trepreneurship ecosystem, accurately grasp our own development advantages and shortcomings, make targeted improvements to our shortcomings, improve our service level, strengthen good coupling and collaborative development with other service functions, and further improve the overall coupling and coordination scheduling. The above suggestions provide beneficial insights for the improvement of the service functions of the green entrepreneurship eco-system in Zhongguancun, Beijing.
